You can upload PDF's in the "Downloads" portion of the site. Just select UPLOAD then select the appropriate category and presto it's up.
If for some reason you'd rather not screw with Elektron-Users internal upload system, I'd suggest using Divshare or MassMirror as they are free and then you can link the pdf here.
