In the MnM can you not go further than +/-12 away from the root note? This isn't an issue on the octatrack on the midi channels.

Is this just an issue with the internal machines but the monos midi sequencer notes handle the same way as in the octa?

^^^ Is this because of the calibration of the extra note offset dials in the ENS machines? E.g. they can go up or down 12 semitones but have 64 steps on either side between them to do it (-64 , 0, 64)?

That would make sense.

Can the midi sequencer in the mono do note offsets like on the Octatrack and MD and effectively send a kind of polyphonic midi sequence.

No problem with Midi Seq, add as much notes as you wish there. Only the ENS machines are subject to the -/+12 limitation.
